X-5-0
X-5-0 Pilot Car Services Inc. was started in 2014 by owner Roger Stipcak. X-5-0 offers a variety of pilot car services, including Pennsylvania Certified Escort Vehicle Operators
(CEVOs), high poles, leads, chases, route surveys, route preparation, digital message boards, and speed minder signs.
Our fleet currently consists of 8 modern four-wheel drive vehicles, equipped with GPS, WatchGuard camera systems, hot sticks (telescoping wire lifting sticks), measuring sticks, and other load measuring devices, cones, flares, and many other items needed to successfully move oversize loads. X-5-0 also provides all wire props. For added security, all vehicles are equipped with GPS monitoring and police-grade WatchGuard Camera Systems, which include a front-facing 180-degree camera, an interior camera and in-cab audio, and a rear camera.
Along with our pilot vehicles we have 13 digital message board signs of different sizes and mounting options to fit any of your needs. These signs have the capability to record traffic data and adjust their displayed messages depending on vehicle speeds and client requests. They are also equipped to record data traffic flow for analysis. One of our signs is vehicle mounted and meets the Pennsylvania state requirements for traffic control plans for moving superloads.
“Route Prep” is mainly for rig moves, but we can prepare any route that we have run a survey on. X-5-0 will post any wires that can be posted, place directional arrows at each turn to ensure no turns are missed, trim any heavy limbs that may cause issues, and address any potential problems on the route before the move takes place.
All of X-5-0’s employees are New York and Washington State certified, traffic control certified, and have been trained to safely and properly lift/post wires. X-5-0 is fully insured to conduct business in Pennsylvania and other states. Roger himself specializes in superloads and is a Pennsylvania licensed Certified Escort Vehicle Operator.

Roger was a Pennsylvania State Trooper, and in addition to his standard duties he was the supervisor for the motor carrier enforcement and weight enforcement, teams in Northeast Pennsylvania. After he retired from the state police, he received so many inquiries on federal motor carriers regulations that he started a consulting practice. Eventually his clients convinced him to enter the pilot car industry to provide knowledgeable, reliable, and professional pilot car services. After years of consulting with heavy haul companies on the permitting and regulations for wide load transport, I opened my own pilot car service at the urging of my consulting clients. Currently I employ additional pilots and base my operations in central Pennsylvania while servicing surrounding states.
I also specialize in moving superloads and have experience moving superloads in Alabama, South Carolina, North Carolina, Georgia, Minnesota, Nevado, Ohio, Pennsylvania, and Quebec.
